Congress votes to keep flood insurance program | The Salt Lake ...

Washington ? Congress on Friday approved a 5-year extension to the National Flood Insurance Program, which covers 5.6 million people.

Failure to renew the program would have been a blow to the fragile housing market because potential homeowners in flood-susceptible areas would be unable to close on mortgages or refinance loans. A two-month lapse in the program in 2010 resulted in some 1,400 home sales a day being cancelled.

Congress created the flood insurance program in 1968 because few private insurers cover flood damage, leaving the government to cover the costs of disasters. Many of those covered by the program live in flood-prone areas where flood insurance is mandatory for those with mortgages from federally regulated lenders.

The program was generally self-sustaining until Hurricane Katrina and other hurricanes struck in 2005. The program now owes the Treasury nearly $18 billion.

The plan approved Friday attempts to put the program on better financial footing by giving the government greater flexibility to raise rates. It also ends federal coverage for some properties, including vacation homes.

The flood insurance measure was included in a package of bills that also set federal transportation policy and prevent a doubling of interest rates for millions of college students.

It includes a provision by Sen. Roger Wicker, R-Miss., that enlists the National Oceanic and Atmospheric Administration to assess the nature of hurricane damage. After Katrina, private insurers tried to avoid paying claims for wind damage, saying that homes were destroyed by federally covered water damage.

It also moves to improve the floodplain mapping of the Federal Emergency Management Agency, which runs the flood insurance program, and streamlines FEMA efforts to raise or move homes that are sources of repetitive claims to the insurance fund.

Researchers with the Human Early Learning Partnership and the School of Population and Public Health at UBC found that low and medium-skilled workers in the United States are at a greater risk of death if they lose their job than their German counterparts, who have access to more robust employment protections and insurance.

"Employment insurance makes a difference to the health of the most vulnerable populations, low-wage and poorly educated workers," said Chris McLeod, the lead researcher on the paper and a post-doctoral fellow with the Human Early Learning Partnership. "For low-wage and poorly educated workers, it's not just about losing your job but losing your job and being at the bottom of the labour market."

The study, published online earlier this month in the American Journal of Public Health, compared mortality rates of unemployed minimum, medium and high-skilled workers in Germany and the United States of America between 1984 and 2005. While researchers found an increased risk of dying for all unemployed workers, the relative risk was higher for U.S. workers in almost all situations. Unemployed minimum and medium skilled Americans were about seven and 3.5 times more likely to die than employed high skilled Americans or Germans.

The U.S. and Germany are the world's two most successful economies but differ significantly in their employment policies. Germany, a coordinated market economy, has high levels of both employment protection restrictions on terminating employees and unemployment protection availability of unemployment benefits. The United States, a liberal market economy, has low levels of employment and unemployment protection. The study found that 75 per cent of unemployed German workers received unemployment compensation compared to only 19 per cent of U.S. workers.

Canada was not included in the study but has a liberal market economy similar to the U.S. The Canadian government is currently implementing reforms to the country's employment insurance system, which may reduce benefits to low-income and low-skill workers.

"It is important that we recognize how changes to employment and unemployment protections could inadvertently affect the health of the most vulnerable populations," said McLeod.

In a second study, published earlier this year in the Annual Review of Public Health, the researchers, along with Harvard University professor Peter Hall, looked at the policies that could help mediate health inequalities among workers.

The researchers found that broader employment and social policies that included training and education opportunities, employment security, access to housing and welfare, and benefits to low-income families were important social protections.

"The wear and tear of daily life is important to everyone's health," said Hall. "As these findings show, social policy matters not only to people's well-being but to the very length of their lives."

Schweinsteiger ready for semifinal against Italy

GDANSK, Poland (AP) -Germany central midfielder Bastian Schweinsteiger will be available to play in the European Championship semifinals against Italy on Thursday.

Schweinsteiger has complained of a lingering ankle injury and had raised doubts about his fitness. But coach Joachim Loew said Tuesday all of his players will be ready to face Italy in Warsaw, including Schweinsteiger.

"He is the team's emotional leader, he thinks a lot and asks a lot of questions, he has matured enormously over the past two years," Loew said. "He's very important for our team. We need him on the field."

Schweinsteiger tore a ligament in his right ankle in February and said Sunday the injury hadn't healed properly. The Bayern Munich player has started all four matches and made some uncharacteristic bad passes in the quarterfinal against Greece.

"Bastian is self-critical, he knows what his mistakes were and they won't happen again," Loew said.

Loew, who has tinkered with his lineup and changed the three-man forward line in the 4-2 win over Greece, did not rule out another reshuffle.

"Italy is a completely different caliber. I may change one or two things," Loew said.

As always, Loew revealed no details. Veteran striker Miroslav Klose started in favor of Mario Gomez against Greece. Klose said Tuesday he expected to play against Italy.

Loew also used Marco Reus and Andre Schuerrle as his attacking midfielders, replacing Thomas Mueller and Lukas Podolski, respectively.

"We have very ambitious players and even those who do not play bring a lot of quality to training," said Loew, who likes to remain unpredictable when it comes to Germany's lineups.

"But our philosophy, our game will not change," he said.

Curry spice, omega-3 fatty acid preserve walking ability following spinal-cord injury

ScienceDaily (June 26, 2012) ? UCLA researchers discovered that a diet enriched with a popular omega-3 fatty acid and an ingredient in curry spice preserved walking ability in rats with spinal-cord injury. Published June 26 in the Journal of Neurosurgery: Spine, the findings suggest that these dietary supplements help repair nerve cells and maintain neurological function after degenerative damage to the neck.

"Normal aging often narrows the spinal canal, putting pressure on the spinal cord and injuring tissue," explained principal investigator Dr. Langston Holly, associate professor of neurosurgery at the David Geffen School of Medicine at UCLA. "While surgery can relieve the pressure and prevent further injury, it can't repair damage to the cells and nerve fibers. We wanted to explore whether dietary supplementation could help the spinal cord heal itself."

The UCLA team studied two groups of rats with a condition that simulated cervical myelopathy -- a progressive disorder that often occurs in people with spine-weakening conditions like rheumatoid arthritis and osteoporosis. Cervical myelopathy can lead to disabling neurological symptoms, such as difficulty walking, neck and arm pain, hand numbness and weakness of the limbs. It's the most common cause of spine-related walking problems in people over 55.

The first group of animals was fed rat chow that replicated a Western diet high in saturated fats and sugar. The second group consumed a standard diet supplemented with docosahexaenoic acid, or DHA, and curcumin, a compound in turmeric, an Indian curry spice. A third set of rats received a standard rat diet and served as a control group.

Why these supplements? DHA is an omega-3 fatty acid shown to repair damage to cell membranes. Curcumin is a strong antioxidant that previous studies have linked to tissue repair. Both reduce inflammation.

"The brain and spinal cord work together, and years of research demonstrate that supplements like DHA and curcumin can positively influence the brain," said coauthor Fernando Gomez-Pinilla, professor of neurosurgery. "We suspected that what works in the brain may also work in the spinal cord. When we were unable to find good data to support our hypothesis, we decided to study it ourselves."

The researchers recorded a baseline of the rats walking and re-examined the animals' gait on a weekly basis. As early as three weeks, the rats eating the Western diet demonstrated measurable walking problems that worsened as the study progressed. Rats fed a diet enriched with DHA and curcumin walked significantly better than the first group even six weeks after the study's start.

Next, the scientists examined the rats' spinal cords to evaluate how diet affected their injury on a molecular level. The researchers measured levels of three markers respectively linked to cell-membrane damage, neural repair and cellular communication.

The rats that ate the Western diet showed higher levels of the marker linked to cell-membrane damage. In contrast, the DHA and curcumin appeared to offset the injury's effect in the second group, which displayed equivalent marker levels to the control group.

Levels of the markers linked to neural repair and cellular communication were significantly lower in the rats raised on the Western diet. Again, levels in the animals fed the supplemented diet appeared similar to those of the control group.

"DHA and curcumin appear to invoke several molecular mechanisms that preserved neurological function in the rats," said Gomez-Pinilla. "This is an exciting first step toward understanding the role that diet plays in protecting the body from degenerative disease."

"Our findings suggest that diet can help minimize disease-related changes and repair damage to the spinal cord," said Holly. "We next want to look at other mechanisms involved in the cascade of events leading up to chronic spinal-cord injury. Our goal is to identify which stages will respond best to medical intervention and identify effective steps for slowing the disease process."

Holly's and Gomez-Pinilla's coauthors included Dr. Donald Blaskiewicz, Aiguo Wu, Cameron Feng and Zhe Ying, all of UCLA. Their research was supported by grants from the National Institutes of Health (RO1 NS056413) and the Craig H. Neilsen Foundation.

Even tiny cracks can cause a lot of flood or water damage to your home.

If you notice water draining into your dishwater, check your kitchen sink. The hose might not be installed properly. The hose must lead uphill then back downhill to prevent the combining of water from each device.

Flood alarms are available for self installation to protect your home from water damage. A flood alarm operates in the same manner as a smoke alarm. They run on batteries and make a sound when they are touched by water. These devices will sound an alarm when there is flooding in your dwelling or leakage in your plumbing system.

Make sure all the people in your home are informed on where the water shutoff valve is located, and other important connections. In case of a major damage to your plumbing system, shutting the water off is the only way to prevent your house from getting ruined. Each person will be capable of stopping the water flow and able to shut off the system.

If a pipe freezes, make sure you turn the closest faucet to allow the thawing water to exit. This reduces pressure to keep the pipe from bursting, which could prevent a big mess in your home.

Greek PM cannot attend EU summit due to surgery

ATHENS, Greece (AP) ? Greece's new prime minister will not be well enough to travel to a critical EU summit in Brussels after undergoing an eye operation, the government said Sunday.

Antonis Samaras, 61, underwent surgery for a detached retina for nearly four hours Saturday, just three days after being sworn in at the head of a three-party coalition government formed after two inconclusive general elections.

The doctor treating the prime minister, Panagiotis Theodosiadis, has ruled out him being able to travel to Brussels for the June 28-29 European Union summit, government spokesman Simos Kedikoglou said.

"Before the surgery, (Samaras) said, 'You do your job, and I do mine, which is to go to the EU summit,'" Theodosiadis said of Samaras. 'I was hoping (Saturday) that he would announce he would not go because it was a very delicate operation. ... He needs to lie at a certain angle for a certain period each day, for at least a week. He can do meetings, but he certainly can't walk," Theodosiadis said, adding that his patient would leave the hospital Monday.

Samaras has appointed new Foreign Minister Dimitris Avramopoulos to head the Greek delegation at the meeting, Kedikoglou said.

The summit could prove a key test of Greek leaders' pledges to renegotiate some terms of the country's international bailout.

Reports that the so-called troika of Greece's lenders ? the European Commission, the European Central Bank and the International Monetary Fund ? will postpone the visit of its delegation, originally planned for Monday, were not confirmed by Samaras' office. European Commission spokesman Amadeu Altafaj Tardio said that troika staff "will be moving to Athens starting (Monday)."

The debt inspectors are due to review the country's fiscal situation and resume talks that had been put on hold during the country's nearly two-month political deadlock.

Greece's incoming finance minister, Vassilis Rapanos, was also hospitalized Friday after suffering a collapse. A hospital spokeswoman said he was expected to be discharged either late Monday or Tuesday after further tests. But because his swearing in had to be postponed due to his ill-health, outgoing Finance Minister Giorgos Zanias still holds the title and will attend the summit.

Zanias, who was a key negotiator for Greece's bailout deal before being named to the post, will be accompanied by Development Minister Costis Hatzidakis and Alternative Finance Minister Christos Staikouras.

Zanias himself had suffered chest pains and high blood pressure and was hospitalized in October at an EU summit, where he had accompanied then-Finance Minister Evangelos Venizelos. The doctors had said he had suffered an anxiety attack. Four days later, an adviser to then-Prime Minister George Papandreou suffered a heart attack during negotiations on Greece's second bailout deal.

Greece has been dependent since May 2010 on funds from two international rescue loan deals with other European Union countries and the International Monetary Fund, in return for which it imposed a series of deep spending cuts and tax hikes.

Anti-bailout parties made massive gains in Greece's May 6 and June 17 elections, with Greeks furious at the drop in living standards by measures that have left the country struggling through a fifth year of recession and sent unemployment spiraling to above 22 percent.

Samaras' conservative New Democracy party came first in both elections, but without enough votes to govern alone. Coalition talks collapsed after 10 days in May, leading to the second ballot.

New Democracy is now in a power-sharing government with longtime socialist PASOK rivals and the small Democratic Left.

The new government on Saturday issued a policy statement outlining what it aims to change in its bailout conditions, saying it would seek to repeal some taxes, halt layoffs and extend by two years the mid-2014 deadline for tough austerity measures.

"The general aim is no more cuts to salaries and pensions, no more taxes," the statement said, adding the government would not carry out any public sector layoffs.

Whether the government can deliver on its pledges will depend on how they are viewed by Greece's international creditors. Germany, the largest single contributor to the bailout, has repeatedly said Athens must stick to its austerity targets.

German Finance Minister Wolfgang Schaeuble repeated this view Sunday, in an interview to newspaper Bild am Sonntag.

"It must now be the most important task of Prime Minister Samaras' new government to swiftly and immediately implement the agreed program without hesitation or asking, yet again, what the others could do in addition for Greece," German Finance Minister Wolfgang Schaeuble was quoted as saying. "The ball is in Greece's field; it is in their hands to achieve that Europe's citizens can regain trust. But this will only be achieved through concrete measures and actions."

The Sunday tabloid published a survey on Greece that it had commissioned with Italy's Corriere della Sera, Spain's ABC and France's Le Journal Du Dimanche.

In it, 78 percent of the Germans polled, 65 percent of the French and about a half of the Italians said Greece should leave the eurozone if it fails to pay its debt.

Potential For Seattle NBA Team In Hands Of Seattle-Based Investor

Chris Hansen is an unfamiliar name in NBA circles ? save for some holdover fans of To Catch A Predator (which is a different Chris Hansen) ? but the investor has led a team of businessmen in the journey to bring an NBA team back to Seattle, as told in a terrific story in Saturday's New York Times. Hansen has already purchased a plot of land in Seattle's SoDo district and teamed up with the Nordstrom brothers (yes, that Nordstrom) in an investment plan that doesn't rely on public tax money, the inevitable back-breaker with the team's move to Oklahoma City. From the NYT:

He started from scratch and developed a proposal that will include nearly $300 million in private investment toward an arena, with the remaining $200 million bonded by the City of Seattle and King County and paid off over 30 years through rent and tax revenue that will not exist if the arena is not built.

Hansen's an interesting character ? he's been a Sonics fan since the '70s, including during their lone NBA championship in 1979. Still, despite the glowing comments from those surrounding the efforts to bring a team back to Seattle, there is no plan in place for how to actually get said team to come. Stay optimistic, Seattle.
